What is the name of your state? new jersey
if a credit card bank cancels your card for late payments, is the c/c bank allowed to charge over-limit,and late fees that were agreed to when the credit card was active?

As long as you owe them money, the answer is yes. The only part of the credit agreement cancelled was your privelige to use the card. The rest of the agreement is still valid and will be used.
