What is the name of your state (only U.S. law)? California

I’ve been seeing a doctor for the past couple years who was part of the Blue Shield provider network. Sometime between my my visit in October and the previous visit, he stopped being a part of the Blue Shield network. However, we were never notified. And now, we’ve received a bill that’s 5 times more than what we paid when he was part of the Blue Shield network. I spoke with someone at the insurance plan and he confirmed that the doctor stopped being a Blue Shield provider in July. He also said the doctor’s office was suppose to notify patients of contract changes. Since that did not occur, I’m trying to find out the California code that explains the law governing this kind of situation and for how much we’re liable.
