What is the name of your state? pennsylvania

electrical work with no cut-off date for work to be completed, flunked inspection three times. township has no cut-off date. contractor already paid. numerous phone calls answered by response from contractor, " i'm trying to get to you" we have tried legal aid and were told we do not qualify, but we do not have the money to go to an attorney, is there any organization that can help us? any help would be greatly appreciated.

How much are you talking about? Could you go through small claims court? If not then you have not other options but get an attorney or represent yourself which isn't always a good idea. Your post is some confusing. Will the electrician come back out and fix it? Does he want to charge you more to do that? Have you had anyone else look at it to see what it will take to fix it?
