dog fraud question
Purchased an animal, registration for this animal was never received, only a bill for additional fees (under $200). The breeder is now defunct, and refusing to release the paperwork even if the fee is paid. Her holding of this paperwork prevents the dog (a $1500 purchase) from competing or breeding pedigreed animals.
This transaction happened in 1997, the breeder admits having the paperwork, but now refuses to release the papers even if the outstanding extortion fee is paid.
