handyman installed fence 6 months ago. gave me a 2 yr. labor warranty. fence fell over 2 months ago. i paid for parts to repair. handyman keeps saying he will be here tommorrow. no work has been done to repair fence. what to do?

He's been putting me off for 2 months. The wooden fence he built has been lying on the ground since it fell. He keeps saying he'll be by tommorrow or this week, then calls and gives excuse like, can't find anyone to help, can't rent a hole digger...etc.
