late fee on non-interest bearing account

i live in indiana and had a hospital bill set up on a payment plan. the hospital assigned the collection to a local finance company. the payment plan was considered a non-interest bearing account. the finance company has charged me a $15.50 late fee for a $35 payment that was 2 days late as of the late notice. can late fees be assessed on a non-interest bearing account?

1. What's your State name ?

2. Did you sign a payment contract with the finance company ?

3. Are you confusing "late charges" with "interest" ?

4. Are you saying there shouldn't be a penalty for not paying on time ?

the state is indiana.
no i did not sign a contract or agreement.
no i am not confusing late fees with interest charges.
i am asking if they can charge a late fee if the account is non-interest bearing.
