Is there a federal or Washington State law that requires companies to provide a billing statement or explanation of charges when requiring payment from a customer in return for goods and/or services?

This question is prompted by a verbal demand for payment from a company when the total they said was due was above the total on my ledger. No explanation for the additional charge was given.

I would appreciate any help.
