Motorcycle has a lien! I want to get title...

I'm in California
Long story short, I'm being offered a bike but the bike has a lien, according to the owner. I want to know if I could legally register it in my name w/o having to worry about the lien coming back to cloud the title in the future.

I'm owed $1,500 by the bike's owner. The deal he offered is that I get the bike (worth around $4,000) and give him my old car (worth only around $1,000) to settle the debt. It would be good, but the problem is that he says there's a lien on the bike. He apparently stopped paying for the bike and is about to go on repo, he owes $2,000 on it.
He says that I can put a lien on the bike for $2,500 (the debt and my car) and that my lien would take precedent over the bike's loan lien because is a higher amount and that I would get the bike, clear title.

Am I being scammed? He says any lien company can do the paperwork for under $50. Please illuminate me. He says I get ownership of the bike w/o any liens, and that is because this is a loophole in the CA lien laws.... How can that be? anyone knows about it?? I know it might be a stupid question but I don't know anything about this. I'm just trying to recover what I'm owed, so please help.

Are you being scammed? Yes you are.

If it were so simply to eradicate a current lein, why would the creditors waste their time?
