What is the name of your state? NC

My 17 yr old friend bought a car from a woman in her 30's she charged him $250, he signed a piece of paper. the paper he signed was blank (now the paper has writting on it-saying he owes her $500). After paying $250 (she said it was his-that he had bought it and he could take it home) on the car he accidently scratched it. the lady went to the police and said that he owed her $300 more dollars and that he also owed her for the scratch in the car. Can he be fined for the scratch (although it was his) or held responsible? will she be fined or held responsible for selling it to him (a minor)?
