We entered into a contract with a contractor for a second floor addition in NJ. He didn't give us a Certificate of Insurance or his license number. We don't know if he is licensed or not at this point. Can we break the contract because of this even though it's not a clause.

Well, if he doesn't produce the information of which you can verify, then yes you can. Why? Because of material misrepresentation on his part and any contract by an unlicensed contractor is unenforceable.
