Out of state small claims suit?

I live in Virginia and want to file a small claims suit against a retailer in Arizona. Is that possible?

If you are suing a corporation, an out-of-state defendant, or if service of process cannot be made by the deputy sheriff or private process server, you should contact the clerk to inquire how service of process may be issued and what fees (if any) are involved.

That doesn't mean that the court has established personal jurisdiction over the defendant. If the defendant believes that the Virginia court does not have personal jurisdiction, he can simply ignore the suit, and raise the personal jurisdiction issue when you try to get the judgment enforced in Arizona.
