What is the name of your state (only U.S. law)? Ohio

I have a problem with a guy who we hired to repair some water damage. No estimate prior to start of work due to unknown extent of damage. He refused to give us regular updates of hours worked or expenses. When I finally fired him he produced an ridiculous bill with a horrendous number of hours worked which he can't substantiate and I can't prove either.

What are my options in this matter? What recourse does he have? What is the name of your state (only U.S. law)?
