What is the name of your state (only U.S. law)? North Carolina

My mom lives in North Carolina in subsidized housing for the elderly. She has given her 30 day notice to her landlord that she will be moving. My mom is also no longer in a lease, she is now month to month until she moves. The landlord told her that they could not prorate her rent and they require the full rental amount for March. Is this even possible, that she owes the full amount.

Being a month-to-month rental does not mean the rent has to be pro-rated if the renter vacates before the end of the rental period (month).
