My situation is such:

I went through an individual to purchase the rights to buy
a car (these cars have a 2-year wait list and some people
are reselling their rights to purchase). He sent me a fax
and an email (same content) stating that he would transfer
me the rights after I wired him $5,500. I completed the
transaction. Since, my financial situation has changed and
I am now considering asking for a refund. The agreement
had no gaurantee or return policy stated. In case I do decide
to pursue this course of action and the seller refuses to refund
me the money, is there any law to support my case? Thanks
in advance for the information.

I think you are OUT OF LUCK. He should have no obligation to make a refund because YOU changed your mind or your situation changed.

What you might do is ask him if he could resell the rights and if so cut your losses. You paid $5500 for the rights -- someone else may be willing to pay as much or more. Or even if they'd pay $4000, and he charged you $1000 for reoffering it, you're far ahead of where you are now. Or perhaps you could resell the rights yourself.
