What is the name of your state (only U.S. law)? Minnesota.

The city of my residence has a City Code requiring all "solicitors, peddlers, transient merchants" be registered with the City and carry a valid permit. Within about 2 months of moving in (unaware of the City Code), we were approached for a storm damage roof repair by a local roofing company. I have since learned this person and his company were not registered with the City and per Code, guilty of a misdemeanor in soliciting business at our residence. We are presently in dispute over services, funds already paid and funds due. Does their violation of City Code in soliciting my business invalidate any agreement we have to do business?
