Student Loan

I recently enrolled in a at home correspondence school out of Kansas City. I live in Kansas. The course has 10 lessons each to be sent after they are paid for. I last received a lesson in May 2001. However, I have received bills every month following that, and they still have not sent any lessons to me. I have not sent them any completed lessons either. My question is do I have to pay for the course if they don't send me the materials?
