What is the name of your state?North Carolina

My husband and I sold a car to an individual in Oct. of 2004. She bought the car in the late afternoon when no Notary Public was open. She gave us the cash and we gave her the keys in good faith until the following day, when she was suppose to return to complete the title transfer.

Without our knowledge, she drove the car away that night with my license plate still on the vehicle. She has not returned, therefore, the title has never been switched over to her name or my license tag turned in.

Today, I received a red light citation in the mail, where she has run a red light in her town of residence. However, we don't have her name, address, or phone number.

What do I do to get this vehicle out of my name? I have no way of contacting her and she shows no signs of wanting to contact us.
