I own a rental house to supplement my social security income.
One of my tenants skipped a year ago, leaving an unpaid
water and sewer bill totalling $188. The local utility has tried to locate the deadbeat without success. They now tell me that since they cannot locate my former tenant, I am responsible for paying the bill. This is quite a hardship. The only income I have is $586 social security + the rent. Since the property is vacant part of the time and real estate taxes, maintenance and repairs are high, I am having a hard time with my own bills, let alone someone who should have paid, but didn't.
Am I legally liable to pay this bill?
