What is the name of your state? VA

My husband and I both are having our wages garnished for a debt at 25% each for a total of 50% of our household income and it is very hard for us to make it. Is this legal?

Your math is incorrect. If you both make $1000 a month net income and are having 25% garnished, that is $250 each per month. Together you both are bringing in $2000 a month with $500 of that garnished, that is still 25% of both of your incomes.

And yes, the garnishments are legal.
