What is the name of your state (only U.S. law)? Georgia

I paid a contractor for work he did not complete. There was no written contract. Can I have him arrested?

Not unless there is much more to the story that you have not posted. Generally, you would only have a civil claim where you would sue the contractor for your damages (money).
