I recently created a T-shirt design that I'm thinking about promoting and maybe market to sell. What steps are needed to move it into a profitable direction?

That's not a legal question.

Once you create the art for the T-Shirt it is protected by copyright.

Your idea, novel as it seems in the T-shirt industry, probably can't be protected by a patent.

You may be able to establish trademark rights for the use of your brand in commerce.

There are design patents which the United States Patent and Trademark Office has granted for T-shirt designs. The requirements are novelty, ornamentality, and nonobviousness.
