A disclaimer in a book is designed to protect an author/publisher from a lawsuit, or to mitigate damages in the event of a lawsuit. There is no requirement that a book even have a disclaimer at all, although most publishers will insist on one.

The placement at the front of the book is a greater guarantee that a reader will notice and read the disclaimer and be aware of any rights that are reserved, any limitations, any expectations, and so on.
