What is the name of your state? california

I have bought some practice tests from a guy on ebay. the sample tests are from 1981. i didn't know selling them is against the law since I bought it from some one on ebay, and i imagined if it was wrong ebay would removed the his post. he continued to sell them for several months...

so i posted the on ebay to sell them, i was wondering if this is illegal or not?

Are these legal copies of the test, or photocopies, PDF's, what?
