In Virginia, is it possible to get music copyrighted for a deceased individual?
Not sure what your question means. If a person writes music, then the music is automatically covered by copyright as soon as it is "fixed in a tangible format" -- written down, recorded, etc.

When that person dies, the ownership of the copyright is transferred to one or more of his or her heirs.

Any one of the owners of the copyright can then register the copyright with the copyright office (if the original copyright was unregistered) and can then seek to license or enforce the copyright. The registration would list the original (deceased) person as the creator, and the heirs as the owners.
