Ensuring Manuscript Copyright

What is the name of your state? I live outside the U.S.

How can one ensure that a manuscript/concept one is about to submit to a major publishing house, will not be stolen and published under a false name?

Well, even though I don't live in the U.S., the publishing house I'm planning to send the manuscript to is based in Philadelphia and, as far as I know, the U.S. Copyright Office (to which I am planning to submit my manuscript) has authority worldwide. Hence the query.
