I live in Nebraska
Can a government organization own a copyright? I would like to use some photos from the NASA website, would I require permission to use them or to alter them for display in a commercial website?

The U.S. Government owns probably half of all the material copyrighted with the U.S. Copyright Office. The photos are copyrighted and your would require permission to use them. It is much easier to ask first then deal with potential problems later.
