In the 1970's there was a lot of music that was distributed in very small communities that I would like to obtain the copyright to and resell.

How do I find out who owns the copyrights to a song/album (what label owns and distributes it)? How do I go about purchasing the intellectual property from the label?

That's not really a legal question.

Was there any artwork or anything that came with the tape that might have the information you seek?

A lot of the true "indie" stuff still resides with the composer. Anyway, your best bet is to start tracing that first (even if the rights were assigned).
