What is the name of your state? California

Here is the scenario: A non-profit org in Australia has been licensed by an author to publish his books for non-profit sale within that org, to students of the org. This author has passed away. Since then, the org has spread to the US and Canada. They have incorporated federally in Canada and in the state of California. Does this Californian incorporation (and the Canadian if you know) have the same right of publication, or would the better approach be to have the books imported from the Australian org (international branches of this org are setup independently, under the same name, but are all governed by common internal regulations).

There are no exclusive distributors of these books in the US or Canada, nor are they sold in public bookstores. They are only found in non-profit groups here and there, none of which have exclusive rights.

Additionally, what if the works were translated with the copyright owners authority from a foreign language by a member of this non-profit group. Does the translator have the right to authorise groups in other countries to publish the translated works off his/her own accord? Or again, would it be more prudent to have them imported?
