Is it copyright infringement to set up a website which archives hard to find books and charge users for use of the website rather than the books themselves? The works listed in the website are not copyable or downloadable and all credit is given to the author.

Credit means squat.
It's illegal. Google does it on a limited scale but they have more lawyers than you'll ever have.
