multiple copyrights on one "form TX"

If I register several t-shirt/bumper sticker quotes or drawings on a form TX (to save money) can I license the ideas separately?

And the copyright office says that "short phrases" cannot be copyrighted; does that include t-shirt/bumper sticker possibilities?

each copyrighted work is separately licensable.

the prohibition on slogans and short phrases is because those things are generally covered by and subject to trademark law. Whether a given quote would be copyright or trademark depends on specifics that cannot be answered here. Find a lawyer.
