Hello,

I have a simple question. I want to set up a site to sell music online like iTunes and Best Buy. Where/how do I obtain the permission to legally do so?

You talk to each of the music publishers to get licenses to duplicate both the actual performance and the underlying work that is being performed (or the agency representing them) and then for your website obtain performance licenses (if you are going to allow them to be sampled online) from the requisite PROs.

If you're looking for one stop shopping to do that, you're out of luck.
