Need college transcripts but have a hold on them.

Hello,
Ok I admit I am guilty of not paying my debts, a large part of
this has been very low income for years. I am in loan default, I have
a chance to go to college next semester, parents going to give
me the money to go. If I can go I may be able to get a decent
job in short order, if not I can't. It seems like a catch 22, they
can't money from me without me making money but I can't make
a decent wage, they are holding my transcripts as hotage. As
of now they want payment in full.

Can they legally hold my transcripts? Could it be considered to
be my intellectual property?

Legally, the college has every right to withhold your transcripts. And no, they are not your property. The grades could might be considered your property. But the transcripts themselves belong to the college. It is a service provided to you by the school.

If your college lets you see your grades online you can print up unnofficial transcripts and explain to your other school that you are having a financial problem and your former college has a hold on your account.
