I am a paid professional photographer who specializes in concert events, in particular "raves". I recently came across an anti-rave pamphlet the Utah attorney general has been distributing with my photographs on it. Can the attorney general use my photographs without my permission for such material?

The pamphlet can be found at:
http://attygen.state.ut.us/AG Publications/clubdrugbrochure.pdf

about 80% of pictures seen to belong to me.

Thanks!
