I posted a song on Youtube. Next thing I know. I got this message.

Well I need clarification from any of you who KNOWs the law well. I DONT! I cant understand those words of copyright. Thats a foreign language to me.

What is it telling me?? Is telling me to remove my video Or is it telling me I infringe the copyright? It says nothing about either of these.

Then it tells me

No action is required on your part. Your video is still available worldwide. In some cases ads may appear next to your video.

This does not tell me if they may or can change their mind?

I just decided to delete the video. With this foriegn language, Im taking no chances.

I ONLY wanted a clarification.

What they are telling you is that whatever screening process they use (whether it's some fancy program or an actual team of people that pick random content and view it) happened to decide that there's a potential that the work you posted is protected by copyright, but the copyright holder hasn't actually filed a complaint of any sort in regards to your submission. Nothing will happen unless a complaint goes in, at which point they remove the posting and that's all. If the complaint never comes in, then your video stays up.
