What is the name of your state? Minnesota

Do the images on postage stamps and currency follow the same rules regarding public domain? 1923 or earlier? Also, do the same rules apply for both US and Foreign versions?

Generally, U.S. postage stamps that were printed before 1978 are public domain -- after 1978, the stamps are copyrighted, and you would need permission from the U.S. Postal Service to use the images.

Foreign stamps are different, and whether or not they are in the public domain is complicated, and will depend on when the stamps were printed, and in what country, and in what language.

U.S. Currency is in the public domain; however, there are a whole separate set of statutes regarding the reproduction of images of currency. Read here: http://www.moneyfactory.gov/document.cfm/18/117

Foreign currency is likley to be both copyrighted and be covered by reproduction statutes in the home country of the currency.
