provisional patent-how protected is my idea?

after submitting a provisional patent i will then approach manufacturers. i understand USPTO will issue me a patent pending, but just how protected am i with my idea. i will eventually submit a formal patent, but want to test the waters first without spending to much money. thank you for your advise.
