I'm from Irvine Southern California and I was wondering if it's illegal to use short clips of copyrighted materials for my website. Of course, a little bit of income would result from web traffic and ads

For example, I what if I used a short 1 minute or shorter clip from an episode of the sitcom 'Friends' or 'Prison Break'

would I be violating any laws???

As long as you have the copyright holders WRITTEN permission, no. Absent that, yes.
