Hi, I am looking into some designs for shirts for my online store that include song lyrics and pictures of celebrities. Do I need to pay any royalties et cetera?

You absolutely need permission from the celebrity (for their famous likeness) and from the copyright holder (for the lyrics). Whether that is even going to be allowed, whether they demand some sort of royalty, etc... is up to the.
