If I took a photo of someone and I wanted to use it on my website and they didn't give their consent could I still use the photo providing I blur out the face?

It depends.

If the photo is one, for instance, where it shows someone in a compromising position, and the person can be identified through more than just the face, you could find yourself facing an invasion of privacy suit or a defamation action. The blurring of the face would make no difference if an identification can still be made.

It really depends on the photo and how litigious the person is who is pictured.

quincy is absolutely right. however, as he implies, if the person who is the subject of the photo clearly cannot be identified based on other aspects of the photo (such as a unique tattoo, for example), then they have no basis to stop you from using the picture. The mere fact that HE knows it was HIM is not enough to prevent your use.
