Car dealer sells car with no breaks

Is it legal in the state of Vermont for a used car dealer to sell a car with bad brakes even though they said there was no guarantee on the car

You did not have the car inspected by a trusted mechanic prior to purchase?

Does the vehicle have an express warranty still in effect?

If the car was purchased "as is," you may have no recourse.
