What is the name of your state? North Carolina

My daughter purchased a 38 ft horse trailer with live in quarters that is used. The dealer supposedly had inspected it. There are numerous problems but mainly the brake line to one side has been crimped off with dust in the open line down from where it was crimped off. Is it legal for a dealer to sale a trailer that is not road worthy? I would love to return the trailer for refund of purchase price as there are many other problems.
