how can i take action against attorney/state

I never got a chance to get my kid because I was never served correctly.The person lied and said that she handed it to me. How can I get her first? I then retained an attorney and he didn't tell me about another case that was going on about my kid being adopted. I think the state and my attorney were working together
because I was being charged for child support after the mother gave up her perinnal rights and I was never notified of the case. Is it possible to have two cases in the courts and an attorney not know anything about it. Were my civil rights violated? If so, how can I take action against the parties?
