| many homeowners have been shortchanged by the community housing improvement program ran locally but funded through the state and federal funds plus matching local funds. they have had shoddy or incomplete work on their homes or been left out though eligible, overpriced for work, etc., which is a lien on their home, but forgiveable over ten years if they comply with certain rules including tazes, insurance, keeping the place up, and continued residence there. they must accept work that they really do not need or want to get wthe work they really need. i reported these abuses and they claim because I complained about the quality or work and materials, it was my own fault the work was not done so i will get nothing. i had legal aid to supposedly help me but they did nothing at all. i finally sued pro se against i defendants including contractors, the county officials and one state official. i need to sue legal aid for malpractice for deserting me and doing nothing. i am foundering with so many profeessional attorneys for the defendants and me pro se, but am struggling on. i have not yet filed against legal aid. they are a company, not government. the contractors are not government. i cannot find a lawyer to help me either as counsel or as a coach. they say failure to state a claim and to comply with civil rule 10 so i have to write my complaint over. it is a big job cause nobody will tell me what is wrong with what i already did. how can i get assistance?
