"This is to advice you that your account has been transferred to our office for collection by CITIZENS BANK (S) RBS CITIZENS, NA"

I received this letter today.

This is for: $ 2400

The story:
I was working in US and opened CITIZENS bank account to collect my payments for work. That was in Massachusetts. When i came back at home. My location is Latvia, European Union. I was using my CITIZENS BANK debit card like a payment method for my shopping and stuff. When i tried to withdraw all the balance what i got i was taking money from ATM while it stopped. Till now everything was ok, because i was thinking what ATM will stop giving me money when my account reach 0. But i was wrong. I didn't realized what i got negative balance, because i didn't remember what exact amount i got on my account. So about after one year i'm getting letter with that debt. What should i do now?

I don't live in US. They shipped me letter with return service. They asking me to put a check and ship it back. But i cant write any check i would like to select different payment method. What should i do about this?

There is a sentence on my letter:
"If you choose not to pay the balance in full, the creditor is willing to accept a settlement of 80% of the total balance (2400) due, which is *** $ 1900 *** as of the date of this letter. Please note that this settlement amount will change if the total balance due changes."

So what does it mean? Is that means what i can pay that lower balance? Or if i pay that balance i will need to pay the rest later?

I received this letter today and it was shipped on January 8. Is that possible what debt amount is different now. And how it could change if i choose to pay this debt after one year or 6 months (because i don't have enough funds to cover this debt now i'm a student)

Please guys i really need your advice about this. You just can't imagine how frustrating is this for me.

Why don't you call them? They would be able to answer your questions. You see, my crystal ball was used in the
