Annoying phone calls

How do I stop these phone calls from Citibank? They have been calling 4 to 6 times a day, now even on the weekend mornings asking for someone we've never heard of before. It's been 3 months of this and they won't listen to me explaining that they have the wrong number!

Send them a notice, CMRRR, to stop calling.

I had the same thing happen, turns out the people who used to have our number had changed it, but then never told their utilities or creditors. I sent a C&D letter and the calls immediately stopped.
