Bank Account Garnishmet

What is the name of your state (only U.S. law)? Oregon

My Chase checking account was recently frozen by Capital One and $1,970.00was taken out. This account is entirely andn only funded with my monthly pension funds. Aren't pension funds supposed to be protected from garnishment in Oregon?
