Can the DSS demand what they want?

I was in receipt of income support and was told that i could work up to 16 hours , which i did and years later discovered this was not the case and i was charged with benefit fraud .
I went to sort a solicitor , who had all the papers drawn and ready to go , when suddenly at the last minute he let me down, so i was forced to get another solictor whom i new nothing about , but due to time constraints had to go with her.
That turned out to be the worst decision i made .. At the time she was heavily pregnaut and all would talk about is her pregnancy , she doubted my sincereity and more of less accused me of knowingly frauding the system , she expressed that in court also because when the judge gave me 80 hours CS and a fine , she didnt say a word..
3 years on and now i have a job which is not paying very much a month and made an arrangement with the DSS to pay back the overpayment of £60 a month.
I realised after that i could not afford this , but they are was not sympathetic and said that's all the can accept..
I have filled out an expendture and im concerned that they will still demand to recieve £60 a month , despite the fact i cannot offend this .. Can they?

Oh bog off... I posted a message because i need advice , if you can't answered it then , go and find something useful to do, as im sure by the fact that you address this with nothing but a pathetic response about the fact UK is not in the USA indicates you dont have a life.
