Can't get college transcript! What action to take?

What is the name of your state (only U.S. law)? Ohio

I was attending Ohio University in 2006 with financial aid. When I hurt my back and needed to withdrawl early. I and my husband both spoke to the financial advisor first to make sure I could withdrawl without oweing any money back to the government. My advisor said I was Ok to withdrawl that day, and I would not owe anything back. So I did as I was guided to do. The staff at the office even double checked, to make sure it was ok to do it that day, by calling the head office. It turned out, a month later I get a bill from the school stating I owe $894.00 back to the school. I was told that they had to pay that amount back to financial aid, which they did, and Now I owe them back. I was outraged! I spoke with everyone At the school I could about this matter, to finally end of winning an appeal. They admitted that yes it was their fault they told me it was ok to withdrawl, which ended up being too early. Even though I won, They say I STILL owe the money back to them, and cant have my transcripts until then! That doesn't make since. I won the appeal, they admitted their wrong, and for their mistake they had to pay financial aid back. Why should I have to Pay and suffer for their mistake? Yes, I've spoke with them about this, and they've said there's nothing they can do.

What Type of lawyer do I need in this case? What action can and should I take!
I Need my transcripts to finish school! At this moment I am extremely desperate for help. I haven't been back to school since 2006! And I have a GPA of 3.1 so you know I want to be there. In addition to wanting my transcript, I am also sincerely concidering suing the school for all the hardship, stress, and time I've had to spend away from school. I could have graduated by now! I've been wanting to go back to school for a few years now, but can't. Like now, there is a school, Ohio State University I desperately want to attend, and winter quarter is starting in January 2009; but there are two problems: they need my transcript (they won't accept me without it, not even as a freshman to start over (not that I would want to, but I want to go to school)! And the dead line for the application + transcript is Nov. 1, 2008. ( today Oct. 22, 2008) Without this transcript problem I could make the deadline easily. The $40.00 application fee is nothing. But instead I Wait . . . And Wait . .trying to resolve this problem. I'm tired of it. And now, it's Just another quarter I've missed. What is the name of your state (only U.S. law)?

One obvious answer is to pay the bill under protest. Get your transcript. Then sue them in small claims court.

Then you might not be able to afford an attorney.

Poster, what kind of appeal did you win?

Is it in writing?
