Collecting $30k+ in Puerto Rico


We have a debtor in Puerto Rico who owes for an unpaid invoice $32,256.00 for goods supplied and shipped to that country back in December of 2008.

Should I try to use a debt collection agency or fly down there and file court papers to try to reclaim this debt?

I have tried Googling and as I understand Puerto Rico is held to the same laws in regards to unpaid debt as the US.

We are in Florida so it will make for a long trip but a good vacation.

As this is outside the US I would also appreciate if any recommendations as to which collection agency I might use (if that is the general consensus).
