collecting out of state debt

What is the name of your state (only U.S. law)? NY & FL

Am trying to collect a debt from an advertiser in FL
He has taken my calls and has promised to pay and/or call me back
to work out a payment plan.

I have a signed contract by his company's rep for an ad promoting
their business that is not open yet - if I can't collect soon - can I
place a lien on their property preventing them from opening until paid?

I have a sneaky feeling that there may be liens already in place.
